2019 Flood Risk Assessment

This study by Jacobs was commissioned by Balfour Beaty for East Suffolk Council in support of the planning application for flood defences – both walls and tidal barrier.

Perhaps the most striking aspect of this document – in the context of the cancellation of barrier works – is the following passage (page 19 of the doc) regarding the integral nature of the tidal barrier to the whole scheme:-

    “As mentioned previously, the timescales for the implementation of the flood wall project and tidal flood barrier scheme are different and largely dependent on funding availability. The hydraulic model shows that the implementation of the flood walls only does not provide flood attenuation benefit to Lowestoft except for the independent flood cell protected by the flood defences along Hamilton Road. The full benefits of the Lowestoft Tidal Flood Defences scheme will only be fully realized once the tidal flood barrier is in operation”.
